3.112 Skills which can affect a normal pass can be combined with Dump-Off.

3.113 A halfling or goblin may still use Dump-Off, but it would be counted as a short pass.

3.114 You may only use Dump-Off during your opponent's turn.

3.115 Hail Mary Pass cannot be used with Dump-Off.

3.116 You cannot use Dump Off with Throw Teammate.

3.117 A player can only use Dump Off when he is about to be blocked. The skill cannot be used before getting hit with a Lightning Bolt or Flying Fist, etc.

3.118 You may use Dump Off to throw into an empty square.
